Decision

The Cabinet Portfolio Holder RESOLVED to:

(i)Thank the School Forum for approving central expenditure and de-delegations as shown in Appendix A;

(ii)  To approve the following in line with the recommendations from School forum:

(a)  Approve early years payment rates at the levels shown in paragraph 4.2.9 of the report.

(b)  Approve the key principles in paragraph 3.5.2 of the report are applied to develop the local funding formula and derive the recommended early years funding rates.

(c)  Approve the MFG for mainstream schools is set at the maximum permitted level of 0.0% (para 4.1.2 of the report).

(d) Approve an increase of 3.0% for Education Health and Care Plan (EHCP) pupil top-up rates for special schools, alternative provision schools and additional resource provisions (ARPS), para 4.3.2. the report.

(iii)  To modify a recommendation from School forum to increase top-up rates for mainstream pupils by 3.0% and approve:

(e) An increase of 5.0% for mainstream top-up rates, para 4.3.3 of the report.
