Special Members Panel

The Special Members Panel is responsible for determining proposals to dismiss or take disciplinary action against certain senior officers, including Chief Officers and the Monitoring Officer. This panel, comprising the Leader, the leader of the largest opposition group, and four other members appointed proportionally, reviews dismissal justifications and appoints investigators if necessary. For dismissals, it refers matters to the IP Panel for report to the Council. For disciplinary actions, it decides on justification and appropriate measures. Full Council must approve financial settlements exceeding £100,000, following the Panel's consideration. Officers subject to these proceedings have rights to be informed and to address the Panel and Council.
