To refuse permission against officer
recommendation and to delegate to the Chair and Lead Planning
Officer to finalise the wording of the refusal reasons.
 
The final wording agreed by the
Chair and Lead Planning Officer was:

The proposed signage, by reason of its siting in a visually
prominent countryside location would not harmonise with its
surroundings and would be harmful to the visual amenity of the area
in which it would be situated. The proposed advertisements are
thereby contrary to the provisions of both Policy D3 of the Taunton
Deane Adopted Site Allocations and Development Management Plan
(2016) and Paragraph 141 of the National Planning Policy Framework
(2024), which are material considerations in the determination of
this application.
