RESOLVED
 
1.       The Committee
considered and reviewed the draft Transformation Plan: Inspiring
Innovation: Doing things differently, doing things better which had
been approved by the Executive on 7th July and was set out in
Appendix A to the report. The Committee acknowledged it was a
visionary document but considered it lacked sufficient detail as it
would have expected at this stage in the process. 
 
2.       The Committee
provided feedback on further areas for exploration to include in
the Transformation Plan and highlighted digital exclusion.
 
3.       The Committee
highlighted its concerns about the procurement approach and
potential cost of the Strategic Transformation Partner and
requested that the proposed contract award for the Strategic
Transformation Partner be considered at the Scrutiny Committee
Corporate and Resources meeting on 27 August to scrutinise this
ahead of a decision being taken by the Executive.
 
4.       The Committee
recommended that residents need to be at the heart of the plan and
that clear communications need to be used to update members,
officers and residents of Somerset on the development and progress
of the plan.
 
5.       The Committee agreed
that all transformation initiatives should be brought to Scrutiny
Committee for Corporate and Resources ahead of any decisions being
taken before they are implemented.
 
6.       The Committee
recognised that the governance proposals in the Plan were high
level but nevertheless expressed concern that the governance
proposals are not clear, indicate insufficient accountability and
need to be more transparent.
