The Sub-Committee grants the application for a
premises licence in accordance with the application, and subject to
the conditions agreed with the Avon and Somerset Constabulary
(Appendix 4 of the agenda papers) and the following conditions
imposed by the Sub-Committee –
 

A hot line telephone number, to
enable residents to contact the event organiser with any queries or
concerns shall operate during the event. The telephone number shall
be given to Bruton Town Council, Batcombe and Milton Clevedon Parish Councils at
least one week prior to the event and displayed on the official
website for the event. The premises licence holder shall ensure
that there are an adequate number of lines to the site and that
such lines are adequately staffed so that the residents can receive
a response to their call within a reasonable time.

 

The event organiser shall consult
with Bruton Town Council and Batcombe
and Milton Clevedon Parish Councils and seek feedback on
experiences or complaints from previous events held at this site as
regards noise management. The organiser shall
 consider their views as part of the process.

 

The NMP shall identify:

The A Weighted dB(A)  and C Weighted dB(C) Leq,15minute guideline
noise limit levels that should not be exceeded at any
representative noise sensitive receptors (NSR’s) for the
duration of the event.
Noise monitoring locations will be
identified and agreed in advance with the local authority.
The NMP shall be submitted to
Somerset Council’s Environmental Health service at least 8
weeks prior to each event.

 

A noise manager shall be appointed
to monitor sound levels through the event and ensure compliance
with the levels set out in the NMP. A record of noise monitoring
shall be kept and made available for inspection upon request to the
Licensing Authority and Somerset Council’s Environmental
Health service.

 

If the noise limits set out in the
NMP are exceeded the source shall be identified and situation shall
be corrected within 15 minutes of the initial notification,
wherever practicable.

 

A steward or security guard will be
positioned at the main entrance and will advise anyone attempting
to walk down the A359 of safer alternatives (such as use of a
taxi).

 

A designated drop off and pick up
zone shall be identified and implemented at the site for the
duration of public access for each event. 

 

The traffic management plan will be
submitted to Somerset Council’s Highways service at least 8
weeks prior to each event.

 

A Waste Management Plan shall be
written to detail the measures for litter clearance during the
event and at its conclusion. The plan shall also include
information about rubbish removal from the site as well as well as
the removal of temporary structures/infrastructure specific to this
event (Show of Hands).

 

The capacity of the event will not
exceed 2,500 in the first year and increase to 3,000 from
2027.

 
For the avoidance of any doubt this festival
will not go ahead unless the Event Safety Management Plan and the
Noise Management Plan are approved by the Avon and Somerset Police
8 weeks, before the event, together with all other plans and
matters that are required in the agreed conditions.    
 
As an advisory recommendation, the
Sub-Committee recommends that the licence holder convene a
post-event meeting with local residents
and the Town and Parish Council to review any concerns and promote
ongoing dialogue.
