Having been duly proposed and seconded, the
Executive Resolved to:-

1)   
Authorise the extension of the Homes and Horizons Partnership to
incorporate a total of 11 homes for children looked after.

2)   
Authorise the use of up to £3 million of capital funding,
comprising £1.5m of previously agreed external borrowing and
£1.5m of Department for Education (DfE) supplemental grant
funding, for the acquisition and redevelopment of properties to
provide homes for children looked after.

3)   
Note the cashable benefit to the revenue budget of this capital
investment.

4)   
Delegate authority to the Executive Director for Community, Place
and Economy to appoint professional services, undertake tendering
and evaluation processes, and award contracts for the delivery of
homes for children, all within the scope of the approved capital
budget.
