Members did not to accept the officer’s
recommendation on the basis that the local connection condition was
imposed on the original permission in accordance with adopted
policy and they were not satisfied that sufficient evidence had
been provided to demonstrate there is no demand for the 5no.
self-build units from persons having a local connection. The
Committee resolved to delegate to the Chair, in consultation with
officers, to agree the final wording of the reason(s) for
refusal.
