The Committee RESOLVED that officers:
 
• Establish a Spotlight Review on Travel
Plans, engaging transport and planning officers, external
stakeholders (cycle groups, bus groups, developers), and Scrutiny
Members.
• Circulate a scope and briefing note to
Members, including purpose, attendees, evidence sources, and
workshop structure.
• Enable Members to submit questions in
advance of the Spotlight Review so that officers can prepare
evidence.
• Report outcomes of the Spotlight Review
back to Scrutiny via either a stand?alone
agenda item or the Outcome Tracker.
• If required, return to the Committee
with proposals for a Task & Finish Group on Travel Plans
arising from the Spotlight Review findings.
• Prioritise Rights of Way for Scrutiny
consideration before May 2026, recognising the six?month delay already experienced.
