The Children and Families Scrutiny Committee
RESOLVED to convey to the Executive that:

1.   
The Committee welcomed the direction and ambition of the Family
Hubs programme and emphasised the importance of linking the model
to existing community assets, local strengths and Member
knowledge.

2.   
The Committee requested that the programme begin with community
asset identification and mapping, including the possibility of
local engagement events.

3.   
The Committee highlighted the need for a clear and consistent
communications strategy, so families and partners understand the
offer, and recommended consistent use of the term Best Start in
Life Family Hubs.

4.   
The Committee asked that rural, coastal and digitally excluded
communities be firmly embedded within delivery planning.

5.   
The Committee requested that localised Good Level of Development
data be shared with Members to support understanding of variation
across Somerset.

6.   
The Committee asked that the draft Best Start in Life Strategy, the
communications plan and evidence of partner engagement and asset
mapping be brought back to Scrutiny once available.
