Decision

The Scrutiny Committee Corporate and Strategic RESOLVED to note the:

·         The Infrastructure Funding Statement for 2024/2025.

·         The South West Audit Partnership (SWAP) Internal Audit Services report on S106 and Community Infrastructure Levy.

In addition, the Committee expressed a number of issues for consideration by officers:

·         The Committee requested that the Annual Infrastructure Funding Statement be submitted for scrutiny as part of its consideration of the 2027/28 Capital Programme.

·         The Committee expressed concern regarding future county-wide arrangements for Section 106 and the Community Infrastructure Levy and emphasised the importance of ensuring that these matters continued to be considered and scrutinised across the Council as a whole.

·         The Committee expressed concern about the fair allocation of Community Infrastructure Levy between and to smaller communities.

·         The Committee sought clarity on the position of parish meetings and their role in, and eligibility for, the allocation of Community Infrastructure Levy funds.

·         The Committee welcomed the opportunity to consider Section 106 and CIL from a strategic perspective and agreed that it was appropriate for the Committee to scrutinise whether these mechanisms were achieving their intended objectives and to consider the evidence and outcomes that should inform future policy development and consultation, while remaining within the Committee's agreed remit.
