Decision

The Scrutiny Committee Adults, Health and Housing considered the report and RESOLVED to:

·         Note the publication of the CQC Local Authority Assurance report and the overall rating of Requires Improvement.

·         Note the proposed improvement approach, which included the development and  delivery of a single Adult Social Care CQC Improvement Plan focused on the areas identified by CQC.

·         Agree that progress should be reported through the Council’s established governance arrangements, which included Scrutiny, the Adults and Health Directorate performance arrangements, and relevant partnership boards.

In addition, the Committee made the following comments for officers:

·         The Committee requested that the CQC Improvement Plan be reported to the Scrutiny Committee at its meeting on 8 October.

·         Regular progress updates using existing performance dashboards and reporting mechanisms should be provided to the Committee.

·         The Committee would continue to monitor progress and hold officers to account on the delivery of improvements.

·         The Committee welcomed the improvements that had already been implemented in response to issues identified during the CQC assessment and ahead of publication of the final report.

·         The Committee noted the need to preserve and build on the areas identified as strengths while addressing weaknesses.
