Decision

The Scrutiny Committee Corporate and Strategic noted the outturn position in relation to the Housing Revenue Account Revenue and Capital Budget and RESOLVED to support the decisions taken by the Executive on 3 June, that the Executive:

• Noted the reported unaudited HRA Budget underspend of £0.947m in 2025/26 to be transferred to Unearmarked Reserves. 
• Noted the reported HRA General Reserves Balance of £18.781m as at 31 March 2026.
• Noted the HRA Capital Outturn position of £41.454m. 
• Approved the continuation of £12.753m approved budget rolled forward into the 2026/27 Housing Revenue Account Capital Programme (as per Appendix B).
