The Scrutiny Committee Corporate and Strategic considered the Community Working Review and RESOLVED to support recommendations 1 to 4 as presented.   The Committee did not support recommendation 5 and agreed the following amendment:

The Committee recognises that further discussion and consultation will take place over the coming months and notes that detailed guidance on the new English Devolution and Community Empowerment Act is still awaited.  The Committee asks that this item be returned to the Committee before presentation to the Executive, with particular focus on the mechanisms for local community working.
