Decision

The Planning Committee resolved that the Planning Application be refused planning permission against officer recommendation as the inadequate access would result in highways safety concern and the scheme did not provide adequate, safe active travel routes and was, thereby, not in line with Policy TR6 in the National Planning Policy Framework.

The proposed scheme would also be out of keeping with the local context and character of the area by reason of detailed design, external materials and landscaping and would not comply with the Design Brief. The motion to REFUSE was proposed by Councillor Pugsley and seconded by Councillor Kravis, with the final wording of the refusal being delegated to the Chair of the Planning Committee and the Lead Planning Officer, to also include reference to relevant Development Plan policies.
