Purpose

The purpose of this decision is for the Lead Member
for Housing to approve the consultation response relating to the
proposed changes to the Disabled Facilities Grant (DFG) funding
formula.

 

Details

 

1.   
The current allocation method has not been revised
since 2011 and an independent review in 2018 recommended reform to
ensure funding is more equitable and responsive to need.

2.   
The proposed new formula takes into account an
ageing population, disability prevalence, housing tenure, rurality
and deprivation.  Based on initial
analysis, potentially South Cambridgeshire’s allocation may
remain stable or slightly increased, if rurality and an ageing
population are strongly weighted. 
However, there is the risk of reduced funding if the formula
heavily prioritises deprivation or urban density and this is
reflected in our response.

Reasons for the decision

South
Cambridgeshire District Council welcomes the opportunity to
contribute to this consultation.  Based
on our estimated impact score, we appear moderately well-positioned
under the proposed formula, although we urge government to ensure
that rurality and demographic pressures are adequately
weighted.

Alternative options considered

Option 1: Choose not to submit a formal response to
the Government’s proposals.

 

Reason for Rejection: It is essential that the
Council has the opportunity to express any concerns or support
regarding the proposed changes.
