Purpose
The RECAP
Resources and Waste Strategy 2026-2031 (RRWS) sets out the
strategic direction for the RECAP Waste Partnership in the medium
term and it replaces previous documents from 2018. The Recap
Partnership cover all Cambridgeshire and Peterborough authorities
and
new strategy acknowledges areas of consensus
between the partners for future infrastructure projects, priorities
in waste collection, treatment and disposal, along with themes such
as behavioural change, to support the waste
hierarchy.
The revised
RRWS has
been through aconsultation period that concluded
in Jan 2026. Consultation responses have been reviewed, and the
proposed final document will be produced in March.
The consultation version of the RRWS has been
reviewed and supported by the Climate and Environment Advisory
Committee and Cabinet have granted delegation for approval to
Executive Cllr for the final post consultation
version.
All
Cambridgeshire and Peterborough authorities are being
asked to review and approve this document. Following this
it will be approved by the Cambridgeshire County Council, as the
minerals and waste planning authority on the 23 April.

approve the final version of the RECAP Resources and Waste
Strategy.

To
ensure strategic direction on waste service delivery for the next 5
years.
Alternative options considered
The final
version of the RRWS could have come back to Cabinet later in the
year for approval but this would have led to missing the key County
Council committee to approve in April. A review of consultation
responses showed that they will not impact on the final version of
the document too greatly from the version already viewed. Cabinet
granted delegated powers to the Lead Cabinet Member on 03/02/2026
for the final version of the RRWS to be adopted following
conclusion of public consultation and any subsequent amendments in
February 2026.
