Purpose
We are seeking the
approval of the Executive Councillor to introduce charges for food
waste receptacles within S106 Waste Contribution requests, as a
standard element of the bin set charges applied to all new
residential developments.
Under the proposed
approach:
Houses will be issued with a food waste caddy at a charge of
£10.
Flats/Apartments will be provided with 140litre food
waste bins, charged at £20 per bin, with provision
set at one bin per 20 flats.
These proposed
charges reflect
the cost of procuring the containers, delivering them to site, and
the associated administrative work required.
Currently, S106 Waste
Contributions apply to residential developments of 10 dwellings or
more. The introduction of separate weekly food waste collections is
now a new statutory service provided by the authority, which places
additional financial pressures on waste operations. To ensure cost
recovery and maintain consistency with our established charging
principles, we are proposing to incorporate food waste receptacle
delivery costs within our existing S106 Waste Contribution
framework.
Approval of this
proposal will allow the authority to implement a fair and
transparent charging mechanism that supports the delivery of
statutory food waste services for all new developments.
