By 6
votes in favour of the officer recommendation (Councillors Corinne
Garvie, Tumi Hawkins, James Rixon, Peter Sandford, Eileen Wilson
and Heather Williams), to 0 votes against and 1 abstention
(Councillor Peter Fane), the Committee refused the application for
the following reasons:

The proposed residential development, by reason of
its location outside of the development framework boundary of the
infill village of Little Shelford, which has a rural character and
scale and a lack of services and facilities, is not acceptable for
the development of six dwellings in the open countryside and within
the Green Belt. The proposal would, by definition, represent
inappropriate development in the Green Belt with a significant loss
of openness and visually intrusive development which would
adversely affect the rural character and appearance of the Green
Belt, countryside, and landscape character. No need for the
development has been identified that would outweigh the harm to the
green belt and impact on the Countryside. No very special
circumstances have been demonstrated that would outweigh the harm
to the Green Belt through inappropriateness of this development.
The proposal therefore fails to comply with Policies S/4, S/7,
S/11, and TI/2 NH/2, NH/8, NH/9 and HQ/1 of the South
Cambridgeshire Local Plan 2018 and the Little Shelford Village
Design Guide 2022, and paragraphs 154 and 155 of the National
Planning Policy Framework 2024.

The proposed development, by reason of its location
in the countryside and at a scale of six dwellings, would result in
the loss of a proportion of the best and most versatile
agricultural land. There is no identified need for the development
which would justify this loss. The proposal fails to comply with
Policy NH/3 of the South Cambridgeshire Local Plan 2018.
