Purpose

The
s106 agreement for Phase 1 Northstowe provides for a revenue
support contribution in the early years of operation of the Phase 1
Community Buildings. This sum is a distinct allocation within the
Management and Maintenance contribution, held in an Escrow like
account by the district council, which requires the joint approval
of the developer (Urban & Civic) to release payment.
The
Western Park Pavilion and pitches have been operated by Elite
Sports UK since January 2024, with Elite Sports UK being the
leaseholder of the facility. South Cambridgeshire District Council
(SCDC) delivered the pavilion and retains the
freehold interest, which was transferred to SCDC, as part of a
wider parcel of land in the Western Park from L&Q in
2023.
Elite
Sports UK is now in its third year of operation at Western Park and
is in the process of consolidating its business at this location.
It is for this early phase of operation, whilst custom is still
building, that the s106 agreement makes provision for revenue
support. Elite Sports UK has provided evidence for its requirement
for revenue support through its contract management arrangements
with SCDC and requested this assistance.

Reasons for the decision

The
Phase 1 s106 agreement for Northstowe specifically sets aside a
contribution for revenue support in the early years of operation of
the community buildings. The revenue contribution requested will
support the business in the third year of operation and allow
transition to a financially sustainable position as Northstowe and
therefore its customer base continues to grow.

Alternative options considered

Option
1: to reject the request for s106 revenue support.
Reason
for rejection: Elite Sports UK has continued to develop and refine
its business, building a good community offer and with a strong
operational team in place at Western Park. However, revenue
generation, whilst improving, does not yet meet operational
costs.
