Decision

Cabinet has considered the report and approved the following recommendations:

Housing Revenue Account (HRA): Revenue

(a)  to note the 2025/26 revenue outturn position, including a net overspend of £0.007 million, and the reasons for variances against the revised budget.

(b)  to note the decrease in the Housing Revenue Account balance to £3.503 million as at 31 March 2026.

(c)  to approve the carry forward of £4.276 million in respect of Revenue Funding of Capital Expenditure.

Housing Revenue Account (HRA): Capital

(d)  to note the 2025/26 capital outturn of £66.728 million.

(e)  to note the HRA Capital Programme schemes set out in Appendix A.

(f)   to approve the carry forward of £11.305 million into 2026/27 in respect of HRA housebuilding primarily arising from programme slippage, and £1.911 million for capitalised repairs.
