By 8 votes to 1, the Committee refused
the application contrary to the officer’s recommendation laid
out in the Joint Director of Planning and Economic Development. The
Committee agreed to delegate authority to officers to draft the
final wording for reasons for refusal of:

Residential development outside of a development framework boundary
that does not fall within any exceptions cited by policy S/7.

-      
Significant encroachment of built form into the open countryside
resulting in harm to the character of the countryside and
village.

-      
Irreversible loss of Grade 2 agricultural land.
