Purpose
The
Council is delivering the Sports Pavilion and Pitches at Phase 1
and is to acquire the Western Park Pitches, unifying the sports
facility under one ownership. The Council is seeking to procure a
specialist operator to provide management and maintenance of this
combined facility.
The
Council is committed to supporting community development at
Northstowe; although the Council will own take on all financial
responsibility, following procurement of the specialist operator,
this Memorandum of Understanding allows for the involvement of
local and key service provider stakeholders in the management of
the facility, through the creation of a management board. The
objectives of the management board include taking collective
responsibility for the smooth running of the facility, oversight of
the business model, ensuring value for money, to deal effectively
with complaints and to develop the facility such that it functions
as a community hub, able to respond to community needs relating to
sports and well-being and that its use is effectively
promoted.
The
Memorandum of Understanding invites Northstowe Town Council,
Longstanton Bowls Club and Northstowe Health and Wellbeing Group, a
constituted community group, to become members of an equal
partnership, which can be extended to additional stakeholders by
agreement of the existing partners.
