Decision

By unanimous vote in favour of the officer recommendation of refusal, the Committee refused the application for the following reason:

i.               The applicant has failed to provide adequate evidence to demonstrate that the proposal would not result in unacceptable impacts on highway safety and parking. The submitted parking survey was undertaken over a single day and does not provide a sufficiently robust assessment of parking demand and site usage during school term-time pick-up and drop-off periods. As a result, the Local Planning Authority cannot be satisfied that the development would not exacerbate on-street parking pressures, congestion and conflict between highway users, to the detriment of neighbouring amenity and highway safety. The proposal is therefore contrary to Policies TI/2 and HQ/1 of the Local Plan and paragraph 116 of the National Planning Policy Framework (2024); and

ii.              Delegated authority to officers to make minor amendments to the reason for refusal.
