Councillor Anna Bradnam recused herself from taking part in the consideration of this planning application as a Planning Committee member and instead exercised her right to speak as a local County Council ward member.

Councillor Vince Farrar recused himself from taking part in the consideration of this planning application left the Council Chamber for the duration of this planning application.

By 4 votes in favour (Cllrs Vivien Biggs, James Rixon, William Scantlebury, Amber Thomas) to 1 vote against (Cllr Heather Williams), the Committee approved the application subject to:

·       The planning conditions set out in the officer’s report with:

o   Amendments to conditions 12 and 13 to combine them into one condition and to renumber all subsequent conditions accordingly; and

o   An amendment to condition 3 to ensure concrete foundations and all hard surfacing are included within the condition; and

o   A delegation to officers to make minor amendments to the conditions as drafted in the officer report.
