Purpose

The
purpose of this decision is to decide whether the land/building
should be included as an asset of community value
(“ACV”) on the Council’s register of
ACVs.
 
On 04
March 2024 a nomination was received from Fowlmere Parish Council
in respect of the Fowlmere URC
and School Room, Chapel Lane, Fowlmere Royston, SG8 7RX.
 
Following consideration of the nomination, Notice of Nomination
was sent to Cllr James Hobro, (for the district Ward of Foxton), to
the Parish Council acknowledging their nomination and to the owners
and the occupiers of the School Room. The nomination was publicised
through the weekly bulletin and the Lead Member for Communities was
notified.

Content

Officers have considered the nomination and are satisfied that
the non-ancillary and current use of:
1.   
the school room (as detailed in the nomination form,
feedback received following issue of Notices of Nomination and the
confirmed boundary), does further the social well-being, or
cultural recreational or sporting interests of the local community
(and has done in the recent past) and it is realistic to think
there can continue to be non-ancillary use of the building/land
which will further the social interests of the local community.
Therefore, it can be accepted, in accordance with Section 88 (1) of
the Localism Act 2011.

 
2.   
the main Church building (as detailed in the
nomination form, feedback received following issue of Notices of
Nomination and the confirmed boundary), did
further the social well-being or cultural recreational or sporting
interests of the local Community in the recent past. It is also
considered realistic to think that there is a time in the
next five years when there could be non-ancillary use of the asset
that would further (whether or not in the same way as before) the
social well-being or social interests of the local
community, Therefore, it can be accepted, in
accordance with Section 88 (2) of the Localism Act 2011.
