Decision

Subject to the comments raised in debate, the Civic Affairs Committee agreed (4 voting in favour, 1 voting against, 0 abstaining from voting) to:

1. Recommend to Council approval of the updates to the Council’s Constitution as set out in Appendices A-G to the report (excluding Appendix B to the report, Table 4).
2. Note the proposed updates to the Executive Scheme of Delegation as set out in Appendix B to the report, Table 4.
3. Recommend to Council approval to the Personal Licence meeting procedure (Appendix H to the report) and the Licensing Review Panel meeting procedure (Appendix I to the report) and be added to the Ethical Handbook.
