Purpose

To award necessary contracts for energy improvements in HRA stock.

Decision

1. The additional grant allocation for £999,999.59 is acknowledged.
2. The availability of £999,999.59 match funding, already committed in the HRA capital programme, is acknowledged.
3. The associated spend and delivery outcomes are authorised.
4. Service Director – Housing will enter into necessary funding agreements to enable delivery of the project.
5. Service Director – Housing will enter into necessary contracts with suppliers/contractors to enable delivery of the project.

Reasons for the decision

• To deliver further improvements to the energy efficiency of homes.
• To authorise the Service Director – Housing to enter into necessary grant funding agreements and other contracts to enable the works on the properties

Alternative options considered

Do nothing.

In this event, the grant would not be spent and the energy efficiency of existing housing stock would not be improved. SHDC would have to meet the Government target relating to social housing stock achieving at least an EPC C rating by 2030, without this grant funding. The SHDC HRA Asset Management Strategy and Business Plan prioritise investment which enables stock to achieve at least an EPC rating by 2030.
