Purpose

To update nominated Council Officers that have responsibilities derived from changes to social housing, fire safety and health and safety regulations

Decision

That:

1. the Service Director – Housing is designated as the “Responsible Person for compliance with the consumer standards”.
2. the Housing Operations Manager – Repairs and Compliance is designated as the “Health and Safety Lead”, responsible for compliance with landlord health and safety on behalf of the Council.
3. the Portfolio Holder for Strategic and Operational Housing delegates responsibility to the Service Director – Housing to allow the role of Housing Operations Manager – Repairs and Compliance to be delegated to another Housing Manager on a temporary basis, in situations such as absence or where the post becomes vacant.
4. the Chief Executive of South Holland District Council is designated as the “Responsible Person for fire safety”.
5. the “Responsible Person for fire safety” delegates the duties and actions associated with fire safety within the Housing Landlord Service to Service Director – Housing. The Service Director is responsible for utilising recourses available to them to fulfil this function.
6. the Service Director – Housing is designated as the Accountable Person for Higher-Risk Residential Buildings.
7. the Tenant Engagement and Influence Lead is designated as the Lead Officer for Housing Complaints.
8. the Portfolio Holder – Strategic and Operational Housing is designated as the Member Responsible for (Housing) Complaints.

Reasons for the decision

It is necessary to update these posts following changes to the Establishment.
