and proposals were evaluated independently by two officers.
Following the evaluation process, the quote and proposal submitted
by TPAS was the preferred supplier based on quality and expertise
as the leading experts in Tenant Engagement across the housing
sector.

Alternative options considered

Option 1 - Do nothing. This is not considered
a viable option, Tenant Engagement and Participation is a key
outcome of the Regulator of Social Housing (RSH) Consumer
standards. SHDC currently have limited engagement with tenants and
a do-nothing approach would significantly impact the
authority’s ability to meet the consumer standards. Option
not recommended.
Option 2 - Award the contract to an alternative supplier. This is
not considered to be appropriate because, following the evaluation
process, TPAS submitted the most advantageous quote and proposal.
