Purpose
The Phase 3c projects include the appointment of Professional Services Team (PST) with subsequent Pre-Construction Services Agreement (PCSA) / Main Contractor appointment/s, as delivered through the Salix Government Grant Scheme with additional Community Infrastructure Levy (CIL) funds.
The recent appointment of AtkinsRéalis as the Phase 3c Employers Agent allows for the identification and design of detailed technical design work required including mechanical and electrical, roof / building fabric works.
Implementing works on the site is complex, as the property and land are not owned by the council and the associated risks are being managed.
To achieve the required Salix grant-spend by end of March 2025 and to meet the overall programme, a further decision will be required to award the main building works contract.
Decision
To award the Joint Contract Tribunal’s (JCT) Pre-Construction Services Agreement (PCSA) contract to Finn-geotherm UK Limited for the first delivery stage of the Public Sector Decarbonisation Scheme 3c project at Park Sports Centre.
To transfer the £1,012,081 Community Infrastructure Levy (CIL) Park Sports Centre decarbonisation allocation and the £250,000 CIL allocation for the roof replacement from the provisional capital programme to an approved budget.
To instruct the District Network Operator (DNO) ‘SSEN’ for increased electricity capacity to facilitate the project.
To instruct AtkinsRéalis to carry out the Planning application and fulfil the Salix requirements for including Park Sports Centre during Stage 1 (PCSA).
