Purpose
To approve a funding award of £249,998
to Sustrans for improvements to the Phoenix Trail in Thame through
the council’s pilot CIL grant scheme and to release the
approved funding subject to a third-party funding agreement.
Decision
To
approve the use of £27,975 from the South Oxfordshire
District Council’s pilot Community Infrastructure Levy (CIL)
Grant Scheme, as set out in the Council’s 2023/24 capital
budget and additional amount of £222,023 approved in
the Council’s 2025/26 budget setting to increase the current
pilot Community Infrastructure Levy Grant Scheme pot to support the
Sustrans application.
1.
To approve the request from Sustrans for
£249,998 towards the Phoenix Trail – Van Dieman’s
Road gateway project.
2.
To transfer £27,975 from the provisional
capital budget of £750,000 (scheme number P434) and
£222,023 (scheme number P395) from the 2025-26 budget setting
to the approved capital programme.
3.
To delegate to officers to enter into a funding
agreement with Sustrans that governs the release of CIL funds and
sets out project monitoring and claw back clauses.
4.
To release funds to Sustrans, in total as one
payment, in accordance with the funding agreement on receipt of the
signed and sealed legal agreement.
