Purpose

To approve the use of £250,000 from the South Oxfordshire District Council’s Community Infrastructure Levy (CIL) Grant Scheme, as set out in the Council’s 2025/26 capital budget.

  1. To approve the request from Thame Town Council for £250,000 towards the Thame Community and Youth Centre project.
  2. To transfer £250,000 from the provisional capital budget of £750,000 (scheme number P395) to the approved capital programme (scheme number A395).
  3. To delegate to officers to enter into a funding agreement with Thame Town Council that governs the release of CIL funds and sets out project monitoring and claw back clauses.
  4. release funds to Thame Town Council, in total as one payment, in accordance with the funding agreement on receipt of the signed and sealed legal agreement.
