Purpose

To secure an additional CIL contribution of up to £84,000 for the project in 2027/28 (year 3). Total project cost identified as £6,322,916.00 to be supported with the Salix grant funding award of £1,500.00.00 and OCC contribution of £2,024,077.00
To award a Pre-Construction Services Agreement (PSCA) for designing and consultancy services RIBA stages 1-3 for both sites.
To award separate contracts to the District Network Operator (DNO) for increased electricity connection and export capability at both sites.

Decision

To award a Joint Contract Tribunal (JCT) consultancy contract to Eddisons Commercial Limited for the sum of £233,100 as the Professional Services Team (PST) for the Project Management and Contract Administration with multi-disciplinary design and cost consultancy services included, to facilitate the proposed decarbonisation works at Henley Leisure Centre and Abbey Sports Centre.
