Purpose
Report seeking the council's approval to consult upon revised Conservation Area Appraisals (including updated boundaries). Also, that following consideration of responses, approval to proceed through the proceeding stages to publication are delegated to the Director of Property and Planning.
Decision
Approved the draft Greenbank Road (Penwortham), Rawstorne Road (Penwortham), St Mary’s (Penwortham) and Church Road (Bamber Bridge) Conservation Area Appraisals, including any proposed Conservation Area boundary amendments for public consultation for a period of six weeks.
Delegated authority to the Director of Property and Planning, in consultation with the Cabinet Member (Planning and Licensing), to approve the proposed Conservation Area boundary amendments, provided that no significant issues are raised through the consultation process which would materially alter the conclusions or recommendations of the draft documents, in which case the matter shall be referred back to Council for consideration.
Delegated authority to the Director of Property and Planning to undertake all actions necessary to complete the statutory process associated with the designation or amendment of Conservation Area boundaries, including publication of notices and notification to the Secretary of State.
Delegated authority to the Director of Property and Planning to make minor factual, administrative, legislative and consequential amendments to the Conservation Area Appraisals following their adoption, provided that such amendments do not materially alter the substance, conclusions or recommendations of the documents.
