Purpose

Approval to award contracts under Batch 26006 (Barnsley Schools) and Batch 26008 (Service 51 – Doncaster) to ensure continuity of school/supported bus services.

Batch 26006 provides school bus services for Darton Academy in Barnsley, which have operated under short-term arrangements since February 2026 following deregistration of commercial services. Additionally, increased demand from the MiCard free under-18 travel scheme has led to overcrowding, particularly on service 420. Due to low bridge constraints, double deck vehicles cannot be used, requiring duplicate single deck vehicles to meet demand.
Batch 26008 relates to the Sunday operation of service 51 in Doncaster, currently delivered under an emergency contract since April 2026, following the previous operator ceasing operations. The proposed award will secure the service until Phase 1 of franchising in September 2027.

Decision

Option 2:

• Award of contracts under Batch 26006 for the provision of Barnsley school services, to the total value of £516,513.10 for 190 school days, with provision to extend for up to two years.

• Award of a contract under Batch 26008 for Service 51 (Doncaster Sunday service) to the value of £53,602.91 for 53 weeks.

Alternative options considered

1. Do Nothing: (not recommend) This would result in the withdrawal of school transport for Darton Academy services and the loss of the Sunday provision on Service 51, significantly impacting passengers.

2. Do Something (recommended): Award contracts to secure provision of school and supported services in the short to medium term, ensuring continuity and allowing alignment with future franchising arrangements.


3. Do More: (not recommend) Commit to longer-term funding beyond the current contract provisions, which may reduce flexibility ahead of franchising implementation.
