Purpose

The refurbishment of the Supertram Depot at Nunnery Square is part of the Mass Transit Asset Renewal Programme. The depot was constructed over 30 years ago and a number of key plant, equipment and specialist systems used to maintain trams are nearing end of life.

The required works include renewal and relocation of the wash plant and sand plant, installation of a wheel measurement device, replacement of the underfloor wheel lathe, refurbishment of the internal layout of the building, upgraded roof cladding, replacement of MEP services, and introduction of workforce/depot protection systems.

A Design and Build approach has been selected because the works will be delivered on a live operational depot. Early contractor involvement is required to inform safe construction methodology, operational phasing, interface management and cost certainty before progressing to the Build stage.

The procurement was undertaken as a further competition under the YPO Civil Engineering Works and Services Dynamic Purchasing System, Category 2 Rail Transport Infrastructure. Evaluation was completed against the published criteria, where Spencer Rail Engineering Ltd was identified as offering the best overall balance of quality, price and social value.

Approval is therefore sought to appoint Spencer Rail Engineering Ltd for the Refurbishment of Nunnery Square Supertram Depot at a cost of £1,983,84530. At the end of Stage 1, the contractor will provide final costs and a further approval will be sought before progressing to Stage 2 Build.
