RESOLVED that the Board:
- Notes the recommendation of the Overview & Scrutiny Committee at its meeting on 7th July 2026, that the Scrutiny Protocol be implemented by the MCA in full.
- Gives authority to the Monitoring Officer to convene an IRP to consider the remuneration of MCA members in line with new legislative provisions;
- Note and endorse the approach to reviewing the MCA’s governance arrangements in anticipation of statutory changes to the scrutiny function, implementation of bus franchising operations and readiness for the integration of fire & rescue functions;
- Note and endorse the ongoing conversations with central Government with a view to their laying of legislation which addresses legacy issues within the MCA’s Orders.
