RESOLVED that the Board considers:

Project and Programme Approvals:

1. Performance of the MCA’s externally funded capital and revenue programmes to the end of Q1 2026/27.
2. Progression of “Darton Bus Corridor Real Time Information Improvements” to full approval and award of £1.2m grant to Barnsley Metropolitan Borough Council (BMBC), subject to the conditions set out in Assurance Summary C.
3. Progression of “Penistone to Wortley TPT Improvement Scheme” to full

approval and award of £1.53m grant to BMBC, subject to the conditions set out in Assurance Summary D.

1. Progression of “Barnsley Active Travel Route – Broadway Schools Travel Links” to full approval and award of £1.1m grant to BMBC, subject to the conditions set out in Assurance Summary E.
2. Progression of “A61 Chesterfield Road – Phase 2” to post Outline Business Case (OBC) in-principle approval and award of £7.61m grant to Sheffield City Council (SCC), subject to the conditions set out in Assurance Summary F.
3. Progression of “National Housing Delivery Fund (NHDF)” programme level Strategic Business Case (SBC) and release of £1.5m subject to the conditions set out in Appendix G.

Grant Acceptances:

1. Approve the acceptance of £0.67m grant from the Department of Environment Security and Net Zero (DESNZ) for the Heat Network Zones programme and any onward award as detailed in section 2.27.
2. Approve the acceptance of £1.98m grant from Arts Council England for the “2026/27 South Yorkshire Music Hub” programme and onward award as detailed in section 2.27.
3. Approve the acceptance of £0.15m grant from NHS South Yorkshire Integrated Care Board for to support the establishment and mobilisation of the “Prevention Acceleration Programme” as detailed in section 2.27.
4. Approve the acceptance of £2.53m from MHCLG to support the delivery of the ‘Rough Sleeping programme’ funding and onward award as detailed in section 2.27.

Funding Bids:

1. Endorse the submission of a proposal to Cabinet Office for “One Public Estate Pathfinder Pilot” Proposal and acceptance of any subsequent funding and onward award as detailed in section 2.27.
2. Endorse the submission of a proposal to Cabinet Office for “Regional Capability Fund” Proposal and acceptance of any subsequent funding and onward award as detailed in section 2.27

Delegations:

1. Delegate authority to the Head of Paid Service in consultation with the Section 73 and Monitoring Officer to enter into legal agreements for the points above.
