Purpose

To consider the report of the Chief Executive
providing an update on the establishment of a Mayoral County
Combined Authority for Hampshire and the Solent.

Decision

(i) 
To delegate authority to the Chief Executive after consultation
with the Leader of the Council and Director of Legal and Governance
to agree any draft Parliamentary Order that the Government wishes
to lay before Parliament to create a new Mayoral County Combined
Authority (MCCA).
(ii) 
To note the report.

Reasons for the decision

There is an expectation from the Ministry of
Housing, Communities and Local Government (MHCLG) that Chief
Executives will have the delegated authority to agree the draft
Parliamentary Order in light of the timescales involved and there
being no legal ability to call a Cabinet meeting to do so
instead.
