Purpose

To consider the report of the Cabinet Member for Children and Learning seeking approval of the Children and Young People (updated) Strategy 2026-2028

Decision

(i)  To approve the updated strategy

(ii)  To note the Equality and Safety Impact Assessment (ESIA) appended to this report.

Reasons for the decision

The updated strategy reflects our priorities for 2026-2028.

The updated strategy responds to emerging pressures (SEND demand, school absence, serious youth violence, post-pandemic mental health need).

The updates align with new government policy including; National Youth Strategy 2025, Child Poverty Strategy December 2025, SEND White Paper, NHS Integrated Neighbourhood Teams. Ensures service continuity and strategic coherence during local government reorganisation (LGR).

Alternative options considered

Drafting a new strategy, this was rejected due to the timescales which could take up to 18 months to include engagement and consultation. With LGR expected in 2028, a full rewrite is neither proportionate nor practical.
