Purpose

To consider the report of the Cabinet Member for Adult Social Care Health seeking approval for additional permanent capacity within Adult Social Care to strengthen operational accountability, improve pace and grip on recovery whilst supporting front line managers and practitioners, and ensuring strategic improvement priorities within the recovery programme are translated into day - to – day practice.

Providing focused operational capacity, enabling recovery activity to progress at pace without destablising existing business - as - usual statutory duties, reducing risk and providing evidence of improvement in statutory delivery.

Decision

Having complied with paragraph 15 of the Council’s Access to Information Procedure Rules.

(i)  To agree the additional Adult Social Care staffing capacity

(ii)  To agree that an associated budget requirement is created by the additional posts of £0.43M and will be considered for investment in the proposed budget for 2027/28.

(iii)  To agree a drawdown from the Medium-Term Risk Reserve of £0.12M to meet the part year costs in 2026/27.

Reasons for the decision

This report is submitted for consideration as a General Exception under paragraph 15 of the Access to Information Procedure Rules in Part 4 of the City Council’s Constitution, notice having been given to the Chair of the relevant Scrutiny Panel and the Public.

The report has come to Cabinet as it is a priority for the council that Adult Social Care fulfils its statutory duties as set out in the Care Act 2014.

Alternative options considered

At this stage there are no alternative options. The risk of not having the additional staffing capacity could result in non-compliance of being able to enact the recommendations and improvements identified by the regulator.
