Purpose

To approve the procurement
strategy and the proposal for the procurement to be undertaken
through the ProcurePublic framework, and to delegate the approval
of the Gateway 2 decision for award of contract to the strategic
director of housing.

Decision

1. 
That the procurement strategy, as outlined in this
report, to commission one supplier to undertake stock condition
survey and data services for the council’s housing stock with
a planned contract commencement date in February 2025, a contract
period of four years and an estimated value of £8.8m, be
approved.
 
2. 
That the proposal for the procurement to be undertaken through the
ProcurePublic
framework utilising their Building and Stock
Condition Surveyors option via a mini competition, be
approved. 
 
3. 
That the approval of the Gateway 2 decision for
award of contract be delegated to the strategic director of housing
in order to facilitate expeditious procurement progress leading to
an award of contract in February 2025 and a start on site in April
2025 following contract mobilisation.
