Purpose

Approval of sites to be
included in the Southwark Construction New Homes Programme
2022-2026

Decision

1. 
That the Cabinet Member for New Homes and Sustainable
Development, in consultation with the Strategic Director of
Housing, the Strategic Director of Resources and the Director of
Planning and Growth approves:
 
1.1  The list of sites outlined
in Table 1 to be included within the procurement exercise to find
development agreement partners, in accordance with delegations
(recommendation 7) outlined in the GW1 - Southwark Construction New
Homes Programme 2022-2026 Procurement Strategy paper (the
‘GW1 paper’).
1.2  The recommended
lotting strategy as outlined in Matters
Relating to Recommendation 1.2 – Lotting Strategy, specifically paragraph 17 to
22.
1.3  The proposed procurement
approach of Competitive Dialogue, as outlined in the Matters
Relating to Recommendation 1.3 - Procurement Approach section
(paragraphs 23 to 28), for the Development Agreement programme in
accordance with delegations outlined in the GW1 paper
(recommendation 8.).
1.4  The principle of best site
utilisation will apply as per
delegations outlined in the GW1 paper (recommendation 10.) and set
out in paragraph 30 to 32. Table 1 will be included in the
programme submitted to the GLA and therefore eligible for
Affordable Housing Programme grant.
 
2. 
That the Cabinet Member for New Homes and Sustainable
Development, in  consultation with the
Strategic Director of Housing, the Strategic Director of Resources
and the Director of Planning and Growth notes:
 
2.1  The lots will be
constructed to deliver up to 50% affordable housing (London Plan
target level) and this will be sought from development agreement
partners as part of the procurement exercise, which will be
required to be policy compliant.
2.2  That in relation to
paragraph  2.1, any lower ratio
consideration / proposal would be subject to a compliant viability
assessment submitted to relevant planning authorities.
2.3  That the feasibility
budget was approved via HRA budget recovery board in July 2024 in
accordance with delegations outlined in the GW1 paper
(recommendation 6).
2.4  The minimum estimated,
expected number of homes and council homes to be delivered as part
of programme, is detailed in Table 1 and is subject to viability
assumptions.
2.5  The programme risks
outlined within the Programme Risks section.
