Purpose
To
approve the implementation of
the Streetspace Planter Replacement project set out in the
report.
Decision
1.
That representations received from the public consultation
(summarised at Appendix
1) for the Walworth Streetspace Planter Replacement project to take
place on Iliffe Street and
Merrow Street (“Streetspace
Planter Replacement”) as shown on the three drawings at
Appendix 2 be considered.
2.
That it be noted that most respondents for the Iliffe Street proposal expressed
concernabout the
existing permanent road closures, and that the location of the
existing road closure is making it difficult for drivers to access
the area.
3.
That it be noted that most
respondents from Merrow Street are in support of the proposal.
Suggestions given will be reflected in the detailed design
phase.
4.
That the Equalities Impact and Needs Analysis
(“EINA") (see Appendix 3) and the summary equalities
assessment set out in this report in accordance with the
council’s Public Sector Equality Duty (“PSED”) be
considered.
5.
That the implementation of the Streetspace Planter Replacement project be
approved.
6.
That officers be authorised to
proceed to implement the Streetspace
Planter Replacement project by way of powers under the Highways Act
1980 (“1980 Act”), and permanent Traffic Management
Orders (“TMOs”) made pursuant to sections 6, 29, 45,
49, 63 and 124 (and other powers) of the 1984 Act, subject to
statutory consultation carried out in accordance with the Local
Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 (“1996 Regulations”).
7.
That it be noted that officers
will present a further report to the Cabinet Member should the
council receive any objections (that are not subsequently
withdrawn) during statutory consultation.
8.
That officers be authorised to
take steps to hold a public inquiry pursuant to regulation 9(1) of
the 1996 Regulations in relation to the proposed TMOs where considered expedient to do so.
