Purpose

Consider the outcome of the
fleet procurement process, the fleet replacement methodology and
finance options

Decision

That the Cabinet Member for
Clean Air, Streets and Waste in consultation with the Cabinet
Member for Council Homes:
1. 
Approves the award of
the supply of the Light Commercial Vehicles (LCV) contract (Lot 1)
from the Halton Housing framework agreement to ALD Automotive
Limited for a period of five years with the option to extend by one
further year starting in March 2025. The
indicative maximum cost of this contract is £8,740,357.00 for
Internal Combustion Engines and £7,384,423.55 for Electric
Vehicles.  This award does not
oblige the council to purchase a specific number or type of vehicle
or spend a minimum amount.
 
2. 
In
order to ensure tight budgetary control and enable efficiency and
flexibility over the contract lifespan, approves the following
process for the lease of vehicles under this contract:
i. 
Each
service submits their vehicle requirements to their director based
on an independent review of their service and vehicle
needs.
ii. 
Each
vehicle leased is approved by the service director with Corporate
Management Team oversight.
 
3. 
Notes that the council are to repeat the procurement
exercise for the supply of the Light Goods Vehicles (LGV) contract
(Lot 2) from the Halton Housing framework for the reasons set out
in Paragraphs 45 to 47 of the report.
