That the Cabinet Member for Climate
Emergency, Clean Air & Streets (“Cabinet
Member”):
 
1. 
Considered the 20
representations (10 support, 8 objections and 2 partial objections)
received during statutory consultation for the proposed motor
vehicle road closure at Gilkes Place
and the waiting and loading restrictions
at Gilkes Place and Gilkes
Crescent.
 
2. 
Considered officers’
response to the objections received and the subsequent amendments
to the proposed waiting and loading restrictions along numbers 41-
43 Gilkes Crescent and Gilkes Place.
 
3. 
Notes the Equality Impact and
Needs Analysis (“EINA”) addressing concerns raised by
the objectors to the proposal for Gilkes Place and prepared for the purposes of this
report (see Appendix 3).
 
4. 
Instructs
officers to make the permanent Traffic Management Order(s)
(“TMO”) to implement the motor vehicle road closure and
waiting restrictions at the junction of Gilkes Place and Gilkes
Crescent in accordance with sections 6 and 124 of the Road Traffic
Regulation Act 1984 (“1984 Act”) and the Local
Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 (“1996 Regulations”) (see table 2.for
TMO amendments).
 
5. 
Authorises officers to exercise
discretion as to whether or not to hold a public inquiry in respect
of the objections pursuant to Regulation 9(1) of the 1996
Regulations.
