Purpose
To approve the controlled parking zone.
Decision
1.
That the implementation of a new controlled parking zone (“CPZ”)
in the Melbourne Grove South area, covering a smaller area than
originally proposed in response to resident feedback, be approved.
The reduced area includes the following roads: Melbourne Grove
South, Chesterfield Grove and Colwell Road. The remaining roads
that were part of the original consultation will not be part of a
controlled parking zone. Full details and analysis of the
consultation responses can be found at Appendix A. This proposal is
subject to the outcome of any necessary statutory procedures.

That the operational hours of 1pm to 3pm, Monday to Friday within
the proposed CPZ area, be approved.

That it be noted that the design of the permit scheme will be
amended to include only the roads noted in paragraph 1 for the
statutory consultation.
4.
That it be noted that a further report will be brought to the
Cabinet Member should there be any valid statutory objections to
the traffic order required to implement the proposed CPZ
extension.
5.
That the position for the shared use bays on Chesterfield Grove and
Colwell Road at their junctions with Lordship Lane be approved, and
that these will be proposed as 30 minutes free parking, 2 hours
maximum stay, no return within 2 hours.
6.
That it be noted that in addition to the controlled parking zone
proposed as part of this report, officers will assess and propose
double yellow line waiting restrictions across the entire consulted
area where required for safety reasons.
