1. 
That the Strategic Director of
Environment, Sustainability and Leisureapproves the variation of the existing
contract with APCOA Parking UK Ltd to extend the scope of the
existing Parking Enforcement services to include the provision of
enforcement services relating to section 87 of the Environmental
Protection 1987 in relation to littering offences. This is for the
period from 16 June 2025 to 15 December 2026with a 12-month break clause. The proposed variation represents
nil cost to the Council.

 

2. 
The contract covers a new workstream for which there
is no baseline data. The contractor will focus on collecting
baseline data which will help in evaluating
performance.  We therefore have limited
information to make reliable revenue forecasts at this stage.
Anecdotal statistics suggest that on average, London Boroughs with
mature contracts is likely to receive approximately £10,000
per month.
