Purpose
To approve the implementation of the Lower Road Congestion Relief proposal subject to the outcome of the statutory consultation.
Decision
- That the 104 responses received as summarised in Appendix A, during the informal consultation for Lower Road Congestion Relief relating to the proposal to relocate parking bays between Redriff Road and Plough Way to Cope Street and Rotherhithe Old Road, be considered.
- That officers be instructed to proceed with the detailed design stage and that theimplementation of the Lower Road Congestion Relief proposal be approved, subject to the outcome of the statutory consultation.
- That the introduction of free parking bays for up to 30 minutes (validated by pay by phone) on Cope Street be approved. Location and number of bays to be determined at the detailed design stage.
- That it be noted that the operational hours of the parking bays will remainunchanged, Monday - Friday, 8.00am to 6.30pm.
- That it be noted that officers will present a further report to the cabinet member should the council receive any objections (that are not subsequently withdrawn) during statutory consultation.
- That the position and type of parking bays and restrictions for the proposed parking bays as shown in the outline design be approved, save for any amendments which may be required at the implementation stage, which may be determined by officers (Appendix B).
- That it be noted that in addition to the proposed relocated parking bays as part of this report, officers will assess and propose double yellow line waiting restrictions across the entire consulted area where required for safety and access reasons.
- That the Equality Impact and Needs Analysis (“EINA”) prepared for the purposes of this report in accordance with the council’s Public Sector Equality Duty (“PSED”) be considered.
