Decision
1.
The cabinet member
approved the permanent road closure of America Street, except
cyclists. Emergency services will have access.
2.
Officers publish a
permanent Traffic Management Order (TMO) for the closure of America
Street to all vehicular traffic except the emergency services and
cyclists under the provisions of section 124, Schedule 1 and Part
IV of Schedule 9 of the Road Traffic Regulation Act (RTRA) 1984 and
of the Local Authorities’ Traffic Orders (Procedure) (England
and Wales) Regulations 1996 Regulations 23 and 24.
3.
A further report to be
brought to the cabinet member should the council receive any
objections during statutory consultation be noted by the cabinet
member for Clean Air, Streets and Waste.
4.
That officers be
allowed to exercise discretion as to whether or not to hold a
public inquiry in respect of the objections pursuant to Regulation
9(1) of the 1996 Regulations be authorised by the cabinet member for Clean Air,
Streets and Waste.
5.
The public realm
improvements be approved to include
planting, trees, seating, improved lighting, footway and
carriageway surfacing which will transform a dead street into one
of vibrancy.
6.
The cabinet member
notes the Equality Impact and Needs Analysis EINA) prepared for the
purposes of this report, in appraisal of America Street Public
Realm and Road Closure (see Appendix 1 for EINA) be considered by
the cabinet member for Clean Air, Streets and Waste.
